Overview

The Ekiti State Electricity Priority Plan and Implementation Roadmap (SEPP-IR) is a strategic framework developed to guide the transformation of Ekiti State’s electricity sector following the Ekiti State Electricity Power Sector Law (EKEPSL) 2023 and Nigeria’s Electricity Act 2023. It translates the findings of the Ekiti State Electricity Market Diagnostic Report into a practical, time-bound action plan for a modern, inclusive, and investor-ready state electricity market.

Scope of work

The assignment delivered six interlinked workstreams: five franchise-ready business models for market entry; a full business plan and operational manual for EKSERB; a sustainable capacity building framework; a pipeline of bankable renewable energy projects; policy gap analysis with strategic recommendations; and a phased implementation roadmap with KPIs, M&E framework, responsibilities, and funding mechanisms. 

Outcomes

  • Five franchise-ready business models were developed for phased market entry: IPPs, Mini-Grid Operators, ESCOs, Integrated T&D Franchise with Open Access, and COUs.
  • Ten bankable renewable energy projects were profiled across solar, hydro, and biomass technologies, supported by funding archetypes, partnership opportunities, and risk mitigation profiles.
  • Eighteen policy gaps and twenty-four strategic recommendations were identified to strengthen governance, regulation, metering, social inclusion, and investor readiness.
  • A phased 2025–2035 implementation roadmap was produced, alongside an EKSERB institutional framework with seven core departments and a staffing plan growing from about 45 staff in Year 1 to about 75 by Year 3.
